Illinois has two electric utilities running EV charger incentives, and they don’t overlap the way a single “Illinois EV rebate” search implies. ComEd covers Chicago and its Northern Illinois suburbs; Ameren Illinois covers most of the geographic rest of the state — central and southern Illinois, including Springfield, Peoria, Decatur, and the Metro East area across the river from St. Louis. If ComEd doesn’t bill your address, Ameren almost certainly does, and its programs look nothing like ComEd’s two-tier, rate-plan-locked rebate.

The first program is the far better deal on paper — Ameren’s own bill-insert marketing pitches it as “claim your free charger incentive in three easy steps,” and per the program’s materials the no-cost incentive genuinely bundles the hardware, the electrician’s labor, and a panel upgrade if your existing panel can’t support the new circuit. That’s a materially bigger benefit than any flat dollar-amount rebate covered elsewhere on this site, including ComEd’s own $1,000–$2,500 tiers one utility territory over. The tradeoff is that you don’t pick your own charger off Amazon and submit a receipt — an EV Partner confirms your eligibility, scopes the job, and installs a unit they supply, which means less choice over brand than a self-directed rebate application.
Why the $50 Blink rebate is worth reading the fine print on
Ameren’s second incentive — a $50 rebate on the Blink HQ 200 bought through Ameren’s own Marketplace — looks like free money on top of whatever charger you were already going to buy, but it’s narrower than that. It only applies to that one specific model purchased through that one specific store, not a general “any ENERGY STAR charger, any retailer” rebate.

Our own Blink EV charger review already flags two things worth weighing against that $50 before defaulting to the HQ 200 specifically: Blink Charging Co. carries an F rating with the Better Business Bureau, and its chargers ship with only a 1-year hardware warranty — the shortest of any brand this site reviews (ChargePoint and Wallbox both offer 3 years, Tesla 4). A $50 discount doesn’t offset much if the unit needs warranty service in year two.

How to actually get either Ameren incentive
- Confirm Ameren Illinois actually bills you. If you’re in the Chicago metro area, use our ComEd guide instead — the two utilities don’t overlap, and Ameren’s programs won’t apply to a ComEd address.
- For the no-cost install: find a participating installer through Ameren’s EV Partner Network, tell them you want the Level 2 Charger Incentive, and let them confirm eligibility before they scope the job — this is the bigger benefit if your panel needs an upgrade anyway.
- For the $50 Marketplace rebate: buy the Blink HQ 200 directly through Ameren Illinois’ online Marketplace (not Amazon or a big-box retailer) and file the rebate application within 60 days of purchase or by December 31, whichever comes first.
- Don’t assume you can stack both. Ameren’s public materials describe these as two separate programs aimed at different situations — a full no-cost install versus a small discount on a specific retail purchase — not a combined benefit, so confirm with an EV Partner whether pursuing one affects eligibility for the other.
