This rebate is specifically for the wiring, circuit, and panel work tied to installing a Level 2 charger, not the charger hardware itself. Applicants check an “Income-Qualified” box on the Home Wiring Rebate application, and Xcel’s partner, GRID Alternatives Colorado, handles income verification through its EV Accelerate at Home program.
Separately, Colorado runs a state-backed CARe (Colorado’s Affordable Residential Energy) program that operates within Xcel’s territory but is administered on its own track. CARe pays:
- Up to $200 for an ENERGY STAR-certified Level 2 charger (or a Ford Charge Station Pro).
- Up to $2,000 for a bidirectional, vehicle-to-building (V2B) charger.
Both CARe tiers cover up to 80% of total project cost and require a licensed electrician; new construction, gut rehabs, and projects bundled with an electric service upgrade are excluded.
Because the wiring rebate and CARe cover different parts of the same job — wiring versus hardware — they’re not mutually exclusive. An income-qualified Colorado household stacking the $1,300 wiring rebate with the $200 charger rebate is looking at up to $1,500 combined, before any Amazon pricing or sale ever enters the picture.
Minnesota: simpler, smaller, first-come-first-served
Minnesota’s version is a single program — Xcel’s Charger and Wiring Rebate — with no separate state-backed layer to stack. It pays:
- Up to $500 for standard residential customers.
- Up to $1,200 if income-qualified (same 80% AMI test as Colorado, calculated by HUD for your specific county).
The catch is the order of operations: you have to enroll in a qualifying Xcel EV charging program first, then apply for the rebate — applying for the rebate before enrollment is a common rejection reason. A licensed electrician has to do the work, and funding is awarded first-come, first-served, which means the program can run dry before its official close date in a given year.

The other six states: nothing residential, at least for now
Xcel’s footprint also covers Michigan, New Mexico, North Dakota, South Dakota, Texas, and Wisconsin. Searching Xcel’s own program pages and the Department of Energy’s Alternative Fuels Data Center turns up no residential Level 2 charger or wiring rebate in any of those six states as of 2026 — Xcel’s EV incentive budget is concentrated in Colorado and Minnesota specifically. If you’re in one of the other six, check your state energy office or DSIRE.org directly rather than assuming a smaller or hidden Xcel program exists; for most of those states, a manufacturer rebate or a general dsireusa.org listing is a more realistic source of savings than your utility bill.
Buy a charger that clears both Colorado programs
